<p><strong>Dear AFTAH Readers,</strong></p>
<p>Either I&#8217;m going nuts or the sentence in blue below is one of the strangest ever to begin an opinion piece &#8212; especially one titled, &#8220;Ordinary, Like Us.&#8221; <a href="http://www.indegayforum.org/news/show/31516.html">Lesbian writer Jennifer Vanasco writes</a> in the homosexual newspaper <em>Chicago Free Press</em>:</p>
<blockquote><p><font color="#0000ff"><strong>Young gays and lesbians want to be married. And have kids. </strong></font></p>
<p>That&#8217;s what the first survey of the aspirations of gay and lesbian youth discovered.</p>
<p>Rockway Institute reported that more than 90 percent of the lesbians and more than 80 percent of the gay males they surveyed &#8220;expect to be partnered in a monogamous relationship after age 30.&#8221;</p>
<p>About two-thirds of the males and just over half of the females said they thought it was very likely they&#8217;d have children.</p>
<p>What&#8217;s extraordinary about this is just how very ordinary it is&#8230;.</p>
<p>Gay and lesbian youth want stable marriages and children?</p>
<p>Of course they do.</p>
<p>Because they have grown up in an America where being gay is starting to seem unremarkable. Where being gay doesn&#8217;t need to mean living a particular way. Where being gay doesn&#8217;t have to mean putting limits on your future.</p>
<p>Young gays and lesbians don&#8217;t want to destroy &#8220;traditional marriage&#8221; the way social conservatives fear. They want to be traditional – and one state, Massachusetts, allows them to do that. <p>Now, Vanasco&#8217;s entire piece deserves a response point-by-point, but here I only want to discuss the <strong>calculated semantic distortion by her and fellow homosexualists of using the words &#8220;having kids.&#8221;</strong></p>
<blockquote><p>Think about it: what&#8217;s the phrase we use regarding infertile couples? <strong>&#8220;Oh, have you heard? John and Nancy can&#8217;t have children.&#8221;</strong> In this context, to &#8220;have&#8221; means to beget, to produce, to procreate, through God&#8217;s wonderful plan of conception and pregnancy. The context is always people who <em>normally</em> could produce children, but something has gone awry preventing Nature from taking its course.</p></blockquote>
<p><span id="more-1923"></span>So why do Vanasco and so many homosexual apologists use the phrase <strong>&#8220;have kids&#8221;</strong>? Because they are appropriating normal, ancient language to advance the abnormal &#8212; their latest theft in a series of lexicographical heists of which the word &#8220;gay&#8221; is only the most infamous. (Pity the poor people whose parents named them &#8220;Gay&#8221; before the word was linked to homosexuality.)<strong> Homosexual strategists seek to fool people by invoking traditional family values and justice  &#8212; hence their mantra demanding &#8220;marriage equality&#8221; &#8212; even as they agitate to overturn centuries of understanding and God&#8217;s revealed purpose for both family and marriage.</strong></p>
<p><font color="#0000ff"><strong>What about straight infertile couples?</strong></font></p>
<p>When we bring up the fact that homosexual couples are far from &#8220;equal&#8221; in part because they cannot produce children, pro-homosexuality activists swiftly turn to the many straight couples that are infertile. <strong>This polemical trick is as deceptive as comparing counterfeit, sodomy-based &#8220;marriages&#8221; to interracial marriages.</strong> Black-white couples &#8212; a man and a woman joined together as one &#8212; produce beautiful children. Past laws banning such marriages were wrong. (Yes, Christians and others sinned in using the Bible to rationalize racism and slavery.) In contrast, homosexual sex acts are a biological and anatomical dead end &#8212; in addition to being a rebellion against our Creator that grieves Him as He is grieved by all sin.</p>
<p><strong>Homosexuality, a human wrong, has nothing to do with marriage, or civil rights for that matter.</strong> Only a fool, or perhaps a manipulative social crusader, would argue that the modern tragedy of &#8220;gay&#8221; parenthood &#8212; <strong>intentionally (and selfishly) placing helpless children in homes that are motherless or fatherless<em> by design</em></strong> &#8212; is &#8220;equal&#8221; to natural, mom-and-dad parenthood and should be treated as such in the law.</p>
<p>Unlike homosexuals, infertile straight couples are not mocking God&#8217;s plan. In fact, they are trying desperately to fulfill it, and copy it, using methods both high-tech (invitro) and low-tech (adoption). The fact that homosexual couples have access to the same technology and also can now easily adopt babies does not make the plight of children placed in same-sex households any less tragic, or more &#8220;moral.&#8221; Rather, by turning the perversion  of homosexuality into &#8220;just one more kind of love&#8221; (to quote the homosexual children&#8217;s book, <em>Daddy&#8217;s Roommate</em>), they are putting THEIR wants above the best interests of children.</p>
<blockquote><p>LaBarbera, you brutish homophobe, how can you say that adopting children, with all its required sacrifices, is <em>selfish</em>?</p></blockquote>
<p>That takes me to this point: one of the factors that makes the homosexual activist agenda so peculiarly evil is its habit of glomming on to humanity&#8217;s most noble institutions and truths &#8212; parenting, marriage, love, honesty, justice and &#8220;equality&#8221; &#8212; and putting them in the service of its starkly ignoble cause of winning acceptance for immoral and unhealthy homosexual behavior.</p>
<p>They&#8217;ve fooled a lot of people (and here come the gullible Christians!), but don&#8217;t let them fool you. As the father of five, I can&#8217;t blame homosexuals for wanting children, and loving them, but let&#8217;s tell the truth: two men or two women can&#8217;t &#8220;have kids&#8221; together any more than a tree can &#8220;have&#8221; puppies.</p>
<p>Now look at the &#8220;gay daddies&#8221; propaganda photo again. What emotions does it evoke in you? Righteous anger, pity, sorrow, deep frustration? (If your answer is &#8220;joy&#8221; at this happy &#8220;family,&#8221; then you are either lying, deceived or you&#8217;ve lost your soul, and your mind.) Now explain to all the young people in your extended network of family and friends why God&#8217;s perfect plan for &#8220;having children&#8221; &#8212; through true, lasting marriage &#8212; is the right way to live, and  how even though cheap imitations are possible &#8212; or even legal &#8212; they will never come close to the real thing.</p>

<p><strong>Gov. Schwarzenegger&#8217;s</strong> signing of two radical pro-homosexuality school bills &#8212; <strong>SB 777</strong> and <strong>AB 14</strong> &#8212; is very bad news for the Republican Party, California, and the nation.</p>
<p>I suppose it&#8217;s good news for Democrats and pro-homosexuality-education-for-tots Republicans, all 7 of them, but we&#8217;ll let the faux conservatives over at <a href="http://online.logcabin.org/">Log Cabin Republicans</a> make that case.</p>
<p>If the GOP joins the Democrats as a party embracing homosexuality, many Christians and pro-family voters will start looking to third parties, or check out of the political process entirely. They certainly won&#8217;t be motivated to go out and work for the Republican Party.</p>
<p>It&#8217;s a pretty simple equation: <strong>&#8220;Maria Shriver Republicanism&#8221;</strong> does not sit well with the party&#8217;s conservative and religious grassroots &#8212; <strong>who increasingly feel like the water they carry for the GOP every election is commensurate with the shaft they get from Republican politicians in the ensuing years</strong>. (Schwarzenegger did veto a pro-&#8221;same-sex marriage&#8221; bill but ironically, the bills he signed into law will create precisely the sort of classroom propaganda that conservatives have warned would result from legalized &#8220;gay marriage.&#8221;)</p>
<p>Under the guise of &#8220;equality,&#8221; <a href="http://www.leginfo.ca.gov/pub/07-08/bill/sen/sb_0751-0800/sb_777_bill_20071012_chaptered.pdf">SB 777</a> and AB 14 will be used to indoctrinate students in the Left&#8217;s false analogies between the noble civil rights movement and their pro-homosexuality and -transsexuality activism. (You know, the same Social Leftists that regularly equate people of faith who oppose homosexual behavior with fringe racists.)</p>
<p>The new laws will greatly expand one-sided, pro-homosexuality and pro-&#8221;transgender&#8221; curricula and programs such as &#8220;<strong>Gay and Lesbian History Month</strong>&#8221; that elevate <a href="http://americansfortruth.com/news/gay-hero-frank-kameny-calls-believers-christianofascists-says-gay-is-moral-and-virtuous-at-task-force-conference.html">Christian bashing &#8220;gay&#8221; icons like <strong>Frank Kameny</strong></a> &#8212; who <a href="http://americansfortruth.com/news/frank-kameny-responds-to-aftah-report-that-he-spoke-at-nambla-event-in-1981.html">can&#8217;t seem to recall if he spoke at a meeting for the despicable </a><strong><a href="http://americansfortruth.com/news/frank-kameny-responds-to-aftah-report-that-he-spoke-at-nambla-event-in-1981.html">NAMBLA</a>, the North American Man/Boy Love Association</strong> &#8212; to U.S. historical heroes. (Kameny is old, but don&#8217;t you think a NAMBLA meeting, <a href="http://americansfortruth.com/news/gay-rights-icon-frank-kameny-spoke-at-nambla-meeting-in-1981.html">as reported by NAMBLA itself</a>, would stick in your mind?)</p>
<p>In other words, more indoctrination for public school kids, who will be trained in dubious concepts like &#8220;homophobia&#8221; and the notion that the only people left who oppose rights based on &#8220;gayness&#8221; are bigots and irrational religious people out of step with the times.</p>
<blockquote><p>Gee. California schools are doing such a fine job teaching reading, writing, math and science: isn&#8217;t it wonderful that they can now focus on grounding the state&#8217;s children in Gay Advocacy 101?</p></blockquote>
<p>At AFTAH, we operate on the premise that <strong>God does not smile on Republican homosexual advocacy</strong> any more than He does on the Democratic brand. GOP leaders who fail to see the growing dissatisfaction with their party among the pro-family rank-and-file may be in for a big shock on Election Day. But even if they prevail in 2008, signs of long-term corrosion in the party&#8217;s social conservative base are everywhere.</p>
<p>One major political party committed to homosexuality- and transsexuality-based &#8220;rights&#8221; including &#8220;gay marriage&#8221; (aka <em>civil unions</em>) is one too many for America. Do the Republicans really want to compete for that title?</p>

<p>(<a href="http://www.cnsnews.com/ViewCulture.asp?Page=/Culture/archive/200710/CUL20071017a.html">CNSNews.com</a>) &#8211; The head of a pro-family organization in California said on Tuesday that his group is mounting a legal effort to overturn pro-homosexual measures signed into law last weekend by <strong>Republican Gov. Arnold Schwarzenegger</strong> before they can have a negative impact on the state&#8217;s educational system and religious community.</p>
<p>&#8220;Apparently, the governor now feels the freedom to favor the pro-homosexual message and to disregard conservative voters and traditional values,&#8221; <strong>Ron Prentice</strong>, chief executive officer of the <strong>California Family Council</strong>, told Cybercast News Service.</p>
<p>Prentice called Schwarzenegger&#8217;s decision to approve the measures &#8220;puzzling,&#8221; because he vetoed similar legislation last year. (The governor did not explain his decision, nor did his office return calls from Cybercast News Service seeking comment.)</p>
<p>As a result, &#8220;we have no security that any bill that comes to him next year promoting homosexuality&#8221; will be prevented from becoming law, said Prentice.</p>
<p>Therefore, the organization will challenge <a href="http://www.leginfo.ca.gov/pub/07-08/bill/sen/sb_0751-0800/sb_777_bill_20071012_chaptered.pdf">SB 777</a>, the California Student Civil Rights Act, which was passed by the legislature to &#8220;update specific anti-discrimination provisions that are scattered throughout the state&#8217;s education code.&#8221;</p>
<p>To accomplish this, for instance, the legislation replaces &#8220;sex&#8221; as defined as &#8220;the biological condition or quality of being a male or female human being&#8221; with <strong>&#8220;gender,&#8221; which is &#8220;a person&#8217;s gender identity and gender-related appearance and behavior whether or not stereotypically associated with the person&#8217;s assigned sex at birth.&#8221;</strong></p>
<p>The new law also adds the category of &#8220;sexual orientation,&#8221; which is explained as &#8220;heterosexuality, homosexuality or bisexuality.&#8221;</p>
<p>Finally, the measure states: <strong>&#8220;No teacher shall give instruction nor shall a school district sponsor any activity that promotes a discriminatory bias because of a characteristic&#8221;</strong> identified in the law.</p>
<p>The homosexual advocacy group <strong>Equality California (ECQA)</strong> described the legislation as protecting students &#8220;from harassment and bullying in public schools by making sure teachers and school administrators fully understand their responsibilities to protect youth.&#8221;</p>
<p>But as Cybercast News Service previously reported, the <strong>Campaign for Children and Families (CCF)</strong> responded that the measure is nothing more than &#8220;sexual indoctrination.&#8221;</p>
<p>&#8220;SB 777 will result in reverse discrimination against students with religious and traditional family values,&#8221; said Meredith Turney, legislative liaison for the conservative Capitol Resource Institute. &#8220;The terms &#8216;mom and dad&#8217; or &#8216;husband and wife&#8217; could promote discrimination against homosexuals if a same-sex couple is not also featured.&#8221;</p>

<p>So here&#8217;s the current political situation in so many areas (not so much in solid red states):</p>
<ol>
<li>The Democrats as a party have largely sold their soul to the homosexual lobby;</li>
<li>The Republicans usually cast the &#8220;right&#8221; vote (there are key exceptions) but refuse to speak out against pro-homosexual bills;</li>
<li>The media are so biased in their coverage of homosexual-related issues that they intimidate politicians from speaking out against pro-&#8221;gay&#8221; legislation; thus, even many conservative lawmakers view this issue as the &#8220;third rail&#8221; they don&#8217;t want to touch.</li>
</ol>
<p>Of course, on point 3, the media would have a much tougher time ignoring these issues if the GOP actively engaged the Democrats on the dangers of the homosexual agenda. Besides, conservatives should be used to dealing with left-wing media bias on a whole range of issues, so there&#8217;s something bigger going on here. Call it a &#8220;live-and-let-live&#8221; (&#8221;tolerance&#8221;) zeitgeist &#8212; driven by pro-&#8221;gay&#8221; groupthink in the media, Hollywood and academia &#8212; that is leading many to give up fighting.</p>

</strong>First off, I want to thank those of you who publicly spoke out against SB 777 with your calls, emails and faxes to the State Capitol. Truly, you and every pro-family citizen who responded to this horrible bill is a faithful soldier the battle for the hearts and minds of young children, unlike others who don&#8217;t care to speak out. See the Senate floor play-by-play below.</p>
<p><strong>BE ANGRY</strong><br />
I hope you feel permission to be righteously angry at the Democrats for voting to impose transsexual-bisexual-homosexual curriculum upon six million children in California&#8217;s government school system.</p>
<p>But you should also be frustrated with the Republican senators who seem to have lost their God-given VOICES and have forgotten their MORAL OBLIGATION to speak out in defense of children and family and morality. On Thursday, when given the opportunity to speak out against SB 777 in front of the several TV, radio and newspaper reporters who cover always attend the floor sessions, NOT ONE Republican state senator raised his microphone in defense of children.</p>
<p>This is very disturbing. Many Republican politicians easily speak out on the Senate and Assembly floors about crime, immigration, taxes, education, transportation and a wide range of government issues. So why didn&#8217;t ANY of the 15 Senate Republicans speak against SB 777 on Thursday? You have to conclude that they just didn&#8217;t wanna. They knew what to say, but didn&#8217;t. CCF and others had provided legislators with excellent talking points exposing SB 777&#8217;s transsexual-bisexual-homosexual agenda. <strong>But no one talked from the talking points, let alone anything else</strong>.</p>
<p><strong>SILENCE HURTS, SPEAKING HELPS</strong><br />
Why is it vitally important that pro-family legislators SPEAK as well as VOTE against bad bills? Because their voice can stop bad legislation much more than their vote can.</p>
<p>Pro-family Republicans are the minority in Sacramento, which means nearly every anti-family bill will be approved by the anti-family Democratic majority. Yet by speaking out on the floor, pro-family legislators can generate media coverage from the reporters stationed in the back and the side of the Senate chambers.</p>
<p>By the time Thursday evening arrived, CCF could find only one mainstream news story that briefly mentioned SB 777, noting that it passed &#8220;without debate.&#8221; You can blame the virtual media blackout on silent Republican legislators, who, on Thursday, &#8220;taught&#8221; the media that SB 777 is no big deal. But what if Republican after Republican had risen up to blast SB 777 on the Senate floor? Why, the &#8220;big debate&#8221; and &#8220;floor fight&#8221; over SB 777 would have been one of the top California news stories on your local TV and radio newscasts and in newspapers.</p>
<p>When a bad bill is exposed in the media, it&#8217;s noticed by Governor Schwarzenegger and his staff and flagged as a &#8220;high-profile bill.&#8221; Speaking out on the floor is therefore much-needed lobbying to help move the Governor in the direction of a veto. Neither you nor I can speak on the floor of the Senate or Assembly, so it&#8217;s a shame that pro-family legislators didn&#8217;t care enough to speak out when they could. As elected officials, their &#8220;star status&#8221; in the eyes of the media means they can get TV, radio and newspaper coverage much more easily than any pro-family organization or individual can. Their stubborn silence is truly tragic.</p>
<p>Here&#8217;s the Thursday, May 24 Senate floor play-by-play of SB 777:</p>
<p>When her bill was called up, <strong>lesbian Senator Sheila Kuehl</strong>, a former Hollywood actress, deceptively claimed that SB 777 is only about &#8220;uniformity&#8221;:</p>
<blockquote><p>&#8220;Thank you, Mr. President and members, this bill simply amends those sections of the Education Code that now have categories against discrimination so that they&#8217;re all uniform, by having them refer to the categories in our current hate crimes statute. There are several areas in the Education Code where discrimination is prohibited. Some of them include sexual orientation, some of them include people with disabilities, but it&#8217;s kind of random these days. And so this makes them all uniform.</p>
<p>&#8220;Last year, I had a bill that caused a bit of controversy because it also amended the section of the Education Code that required affirmative information about all communities in the anti-discrimination sections. That is not a part of the bill this year. This is only the anti-discrimination sections. And I ask for your aye vote.&#8221;</p></blockquote>
<p>After Kuehl stopped speaking, the President pro Tem (Don Perata of Oakland), at the podium, looked to see whether anyone was standing up to oppose SB 777.</p>
<p><strong>&#8220;Discussion on the measure?&#8221; he asked. SILENCE.</strong> Seeing that no Republicans were holding up their microphones, waiting to be recognized, Perata said, &#8220;Call the roll,&#8221; and that was the end of it. The votes were cast one by one, and the Senate moved on to their next bill.</p>
<p>Where were the pro-family legislators who cared enough to use their media platform to publically expose the evils of SB 777?</p>
<p>Doesn&#8217;t California have any state senator courageous enough to expose that SB 777 requires textbooks, instructional materials, and school-sponsored activities to positively portray cross-dressing, sex-change operations, homosexual &#8220;marriages,&#8221; and all aspects of homosexuality and bisexuality, including so-called &#8220;gay history?&#8221;</p>
<blockquote><p><strong>Where are the men of principle who will stand up and condemn SB 777 for how it will sexually indoctrinate and mentally molest millions of children, children as young as kindergarten?</strong></p></blockquote>
<p>Because Republican legislators aren&#8217;t speaking out for the children, you and I and others must do the speaking. Otherwise, every California public school WILL become a sexual indoctrination center.</p>
<p><strong>ACTION:</strong> It&#8217;s up to you to continue speaking against SB 777.</p>
<p>Please continue to raise your voice against SB 777 and demand that schoolchildren be protected from sexual indoctrination behind their parents&#8217; backs. Here&#8217;s how:</p>
<p><strong>1. Call Governor <a href="http://www.govmail.ca.gov/">Arnold Schwarzenegger</a> to urge him to announce that he will veto SB 777</strong></p>

Call Schwarzenegger&#8217;s regional offices anytime to leave a message opposing SB 777.</p>
<p>2. Call your California state senator regarding their vote and their silence</p>

<p>If your state senator in Sacramento is a Republican, call to thank him for voting &#8220;no,&#8221; but tell him how dissappointed you are that he refused to speak on the floor on behalf of children and families<br />
(DO NOT CALL Jim Battin of Palm Desert, who was absent; however if your senator is Tom Harman of Huntington Beach, tell him you are disappointed that he abstained on SB 777, when he should have voted no and also spoken against this horrible bill).</p>

<p>Sacramento, California –– In a repeat of legislation vetoed last year by Governor Arnold Schwarzenegger, homosexual-bisexual-transsexual activists are pushing a pair of bills (SB 777 and AB 394) that would require all textbooks, instructional materials, school-sponsored activities, all school policies, and all teacher training courses to promote the transsexual, bisexual and homosexual lifestyles to children as young as kindergarten. </p>
<p>The flagship bill, SB 777 by lesbian state Senator <strong>Sheila James Kuehl</strong> (Democrat – Santa Monica), would indirectly force textbooks, instruction materials, and school activities to promote “sexual orientation” (defined as homosexual and bisexuality) and “gender” (defined as including transsexuality) in all grades in California public schools.</p>
<p>Last year, Schwarzenegger vetoed the same bill by Kuehl (SB 1437), saying it was unnecessary because current law already protects students from sexual orientation discrimination, and because the term “reflects adversely” is “extremely vague and potentially confusing.”</p>
<p>By prohibiting any textbook or instruction “reflecting adversely” upon a variety of sexual lifestyles, <strong>SB 777 would, in effect, require all instruction to positively portray transsexuality, bisexuality and homosexuality</strong> because silence on these sexual lifestyles would no longer be permitted. Consequently, schools would have to promote “same-sex marriages” and even sex-change procedures.</p>
<p>“SB 777 requires all teachers, all textbooks, and all instructional materials to promote cross-dressing, sex-change operations, bisexuality, and homosexuality, including homosexual ‘marriages,’” said Randy Thomasson, president of Campaign for Children and Families (CCF), a leading California-based pro-family organization, who observed today’s pro-SB 777 rally at the State Capitol. “Parents are expecting Governor Schwarzenegger to be consistent and veto these outrageous bills, like he did last year. This is not about safety – this is about sexual indoctrination in the classroom.”</p>
<p>SB 777 incorporates the strange Penal Code definition of “gender” and places it into the Education Code, reading: “Gender&#8221; means sex, and includes a person&#8217;s gender identity and gender related appearance and behavior whether or not stereotypically associated with the person&#8217;s assigned sex at birth.” This means boys becoming girls and girls becoming boys would have to be positively portrayed in health textbooks, sex education classes and school assemblies.</p>
<p>Because SB 777 would affect all instructional materials, the bill will change textbooks and curriculum as well as guest speakers, informational handouts, and school assemblies. The new, “non-discriminatory” materials would have to include:</p>
<blockquote><p>• <strong>Sex-change handouts</strong> (Omitting sex-change material in sex education class would &#8220;reflect adversely&#8221;)<br />
• <strong>Transvestite speakers</strong> (Limiting classroom speakers to biologically-born men and biologically-born women would &#8220;reflect adversely&#8221;)<br />
• <strong>Transsexual, bisexual and homosexual videos</strong> (Showing videos depicting only the traditional family or man-woman relationships would &#8220;reflect adversely&#8221;)</p></blockquote>
<p>Additionally, because parental units are gender-specific, married couples or a family with a &#8220;father and a mother&#8221; would be portrayed as mere stereotypes – outdated ideas –– and could be prohibited from textbooks because their discriminatory inclusion &#8220;reflects adversely.&#8221; <strong>Under SB 777, school curriculum in every public school throughout California, in every grade K-12, would have to portray transsexual and bisexual &#8220;parents&#8221; as normal.</strong> In essence, SB 777 would teach schoolchildren that there is no such thing as the natural family.</p>
<p>The <strong>California Department of Education would enforce SB 777</strong>, threatening and taking legal action against any elementary and secondary school district that did not positively portray transsexuality, bisexuality, and homosexuality to children.</p>
<p>“SB 777 means good-bye to textbooks that say you’re either a boy or a girl, that marriage is only for a man and a woman, and that the natural family is a father, a mother, and their children,” said Thomasson. “SB 777 means radical curriculum changes that include transvestite speakers and transsexual videos, classroom handouts on sex-change operations, and curriculum teaching children homosexual ‘marriage’ is completely normal. This bill is frightening for parents who want trustworthy schools, not schools that sexually indoctrinate their own children &#8212; children as young as kindergarten!”</p>
<p>The language of the second bill, AB 394 by Assemblyman Lloyd Levine (Democrat – Van Nuys), has not been finalized. However, the bill is expected to be amended to force schools to promote transsexuality, bisexuality, and homosexuality to children throughout school policies and teacher training classes.</p>
<p>Last year, when Governor Schwarzenegger vetoed a similar bill by Levine (AB 606), he said the bill was unnecessary since existing law “already prohibits discrimination and harassment in California public schools.”</p>
